Correct time keeping in my experience:
At boottime:
1) set the current time to something appropriate. ntpdate
can be used, newer NTP daemons do this theirselves
2) only then start xntpd
This is because xntpd won't work if the time is off by more
than a certain amount of minutes.

Hmm, no generator? If so you should shutdown your systems
gracefully while the UPS still provides power.
