take a look at mrtg-pring-probe @ http://pwo.de/projects/mrtg/
and Tobias Oetiker's excellent smokeping (the mrtg of latency
monitoring ;-) @ http://people.ee.ethz.ch/~oetiker/webtools/smokeping/

Neither of them graphs the latency and the bandwitch utilization in one
graph;  ny feeling is that those two values use too different of a scale
to really graph them together....
