[mrtg] installation problems on NT

MRTG Experts,

I was told about the program by my ISP, WorldCom, and I've downloaded and 
installed the right parts, I think. Now I'm trying to get it to work, and 
would like to ask your help.

I'd like to check our internet usage, we have a full T1 line and I 
suspect we could be using a 384K fractional T1. The only reports I can 
get from MCI-Worldcom, is a weekly average. Any average that includes 
night and time that we're not using the service is useless. 

I assume I should be monitoring traffic thru the router, Is this correct?

I'm trying to run it on Windows NT 4. My router static IP is: 199.99.204.1

I've installed Perl, I've installed MRTG, I ran the config program; perl 
cfgmaker public at 199.199.204.1 --global "WorkDir: c:\test\mrtg" --output 
mrtg.cfg

Problem/Question: Is this correct? When I look at the mrtg.cfg, I typed 
this in,but I don't understand why there is an extra set of numbers in 
thr IP address, and I don't know if it's correct:
PageTop[199.99.204.1.1]

When I try it, I type: perl mrtg mrtg.cfg     I get this error:

WARNING: "Title[199.99.204.1]" not specified
WARNING: "MaxBytes[199.99.204.1]" not specified
WARNING: I can't find a "target[199.99.204.1]" definition
ERROR:Please fix the errors in your config file

Can someone help me understand this error and/or help me set this up 
correctly? ping works for 199.99.204.1
