Jim,
Using some of the numbers from your CSV file
Dcounter current counter - previous counter
rate = -------- = ----------------------------------
Dtime current time - last time
2 = 12917 - 12915
.006666 = -------- = ----------------------------------
300 300
MRTG does not "do" floating point so the .006666 becomes 0 which is
what you will see in the log file.
Now, if you use the perminute option, you get the following results
which still produces zeros in the log file and won't graph.
120 = (12917 * 60) - (12915 * 60)
0.4 = -------- = ----------------------------------
300 300
But the perhour option gives you something useable (which shows in the
logs and the graphs)
7200 = (12917 * 3600) - (12915 * 3600)
24 = -------- = ----------------------------------
300 300
Now you have something meaningful...a rate of 24 content violations found
per hour.
Thinking of it another way, 2 violations per five minute period, 12 five
minute
periods in an hour equals 24 violations per hour.
All of the above assumes that you want to use a rate, or that the data
is even worth graphing.

If you notice, the "guage" option is missing from the second config file
and I would have expected the graph to display the difference. The
problem is the log file doesn't fill up with values except on the first
line with the current value from the csv file.
I have not had problems with graphing small numbers in the past either
without using the per min or per hour option.
(I omitted the legend part of the config file.)

To get the rate in stead of the totals you have to leave out 'gauge'
from the options line.
If the numbers you want to graph are rather low you can add 'perminute'
or 'perhour' at the options line.
To be more specific about low: By default you get the rate per second.
Considering that MRTG polls only 1 time per 5 minutes so the value
retrieved from the target line will be divided by 300. This means the
smallest step shown in the graph is 300 (per second).
By using the perminute option the value retrieved from the targetline
are divided by 5, which results in steps of 5 (per minute)
If you also want to graph the values in smaller steps than 5 you need
the perhour option.
Note that you have to add some lines to change the legend too (LegendI,
LegendO, Legend1, etc.).
