Chances are this is exactly what is happening. I monitor several 3550
switches runnig 12.1(8)EA1c and they rarely go above 0% utilization.
Login into the switch and execute 'show proc' a couple times. If the 
top line looks like:

CPU utilization for five seconds: 0%/0%; one minute: 0%; five minutes: 
0%

then your graphs are probably correctly reflecting the 0% cpu usage.

If you want to grab some other stats from that switch, the following
templates may work for you...
