Not entirely sure but IIRC windows uses "UTC time + offset" whereas
timezones are "x hours west of UTC".  Negative numbers are east of
UTC so "-3" is three hours east of Greenwich.

In Windows, you specified "GMT +03:00".  In MRTG you should specify
Timezone[_]: GMT-3

Note that this does not cover daylight saving...
