You are plotting hrStorageSize/hrMemorySize*100 for both lines
Try using different OIDs in the first half of your Target line.

Legends 3 & 4 relate to the maximum values achieved. If the basic line is 
flat, then the maximum (and average) values will be the same as the 
current value
