My problem was solved by adding this:

               } else {
                   # no threshold dir so run on every 'no-break'
                   system @exec if defined $$rcfg{'threshprogok'.$dir}{$router};

to get the script run ALWAYS on every run, break or not.

But I still don't understand the following:
(there is no 4th and 5th argument)
