[mrtg] routers.cgi version 2.16 available

Finally - after a year - version 2.16 of routers.cgi has been released and
is available for download from www.steveshipway.org/software . The website
is back up after a recent disk failure.
This is a generic frontend for MRTG/RRDTool, in the same vein as 14all or
mrtgrrd.  A demonstration system is available for you to play with on the
website above.

The new version includes many new features and bugfixes as requested by
users, plus support for the new RRDTool 1.2.

Support is available from www.steveshipway.org/forum as usual, and the
steveshipway.org mailing list.

This latest version is dedicated to Catherine Kuo Shipway, my new daughter,
who is also the reason for the extreme lateness of this release!
