[mrtg] Disconnected interfaces not showing any graphs

See the cfgmaker manual http://oss.oetiker.ch/mrtg/doc/cfgmaker.en.html
and pay attention to the word "down".

There are several options which will influence the behaviour.  Choose
the one that best suits you.

Are you sure the config file contains all 25 ports, instead of having
13 ports included in it, and 12 being commented out (meaning they are
not really present in the file!)
