[mrtg] System Requirements for MRTG

The system I'm working on is polling around 27,000 targets consistently
using a master config that includes several hundred smaller ones. It's on a
Dual 1.6ghz Xeon, 4GB ram, dual 10krpm hard drives in raid1, running on
RHEL4.
