Always keep your graph (or fetch) goals in mind when generating
the database.

I don't know how much impact it has. I never did formal testing
of it, perhaps others did and are willing to share the information?

It shouldn't be hard to write something that can actually be a part
of rrdtool. I mean, if you're going to design something anyway you
could have others benefit from it too.
I do not claim it is good code but have a look at rrd_resize.c for
a start. Just use it as a template for your own program, or extend
the existing program.
