I don't think echoping downloads a webpage (at least not from what I make of the doco).

The way I do it is to use wget with time.

 /usr/bin/./time -po log.txt wget -q --limit-rate=20K --no-cache --output-document="page.htm" --user-agent="$useragent" $page_to_pull

set $useragent to whatever you want
and $page_to_pull to your target, i.e. http://myserver.com/index.html
You can alter the "--limit-rate" to simulate different speed connections

The timing output will be log.txt, looking something like this:
real 1.13
user 0.00
sys 0.00

Add up the values, or graph them individually. I tend to only graph 'real' as the others are always zero on my system.
