It seems to work under an 32 OS as well, 
if the msvcrt100.dll is not present on the system, the dll out of the
SysWOW64 has to be used.
I copied to c:\windows\system32 and it seems to work.

Just download RRDs_1.4.7_incl_dlls.ppd and RRDs_1.4.7_incl_dlls.tar.gz,
and then:
ppm install RRDs_1.4.7_incl_dlls.ppd

PS.:
Thanks to  
Larry Adams and the cacti team for the updated win32 port and Tobi? for the
fix which make RRDs compile with newer perls.
