I looked at the .htaccess documentation and everything I have looks correct
to me so this should be working. I wasn’t certain where the files needed to
be placed on the server as I said before no one has touched this server in
years with respect to its configuration for Apache. Hosts have been added
and take away of course but that shouldn’t break anything should it?

This really isn't a smokeping question, and it's been so long since I've
done this that I don't recall the details on how Apache handles it.

I'd do some google searches, or ask on a "newbie" apache list.
Here's a good place to start:

[I won't try to guess what's wrong - but a close review of your configs etc
will probably get you there.]

Did you upgrade apache from 2.2 to 2.4?
