I think you are right. They are mixing up there Bits and Bytes.

I agree that MRTG is not the right tool for billing. I'd never dream of
using it for that purpose.

BTW:  They do know the difference between GigaBits and GigaBytes
right? (9.1GigaBits = 1.375GigaByte)
